On the horizon: an overview of the Parliamentary and policy agenda for Autumn

Parliament returns from Summer recess on Monday with a packed agenda for the weeks ahead. Here are some key things to look out for:

1. In June, the Prime Minister announced plans for a new approach to PE and school sport, which will include new School Sports Partnerships and a new Enrichment Framework. It is anticipated further information about the new approach will emerge over the coming weeks, whilst the new Enrichment Framework is scheduled to be published by the end of the year.

2. The Curriculum and Assessment Review is expected to publish its final report in the Autumn, following the interim report released earlier in the year. Once published, the Review’s report and recommendations will be considered by ministers before a revised approach to the curriculum is confirmed, with anticipated changes to be introduced from September 2026 onwards. The Government has also announced plans for a Schools White Paper in Autumn, which will include detail on its proposed approach to SEND reform.

3. Elsewhere, in September we can expect to see Ofsted’s response to the consultation carried out on proposed new school report cards and inspections earlier this year, with inspections taking place under the new approach commencing in November 2025. Alongside this should come the Department for Education’s response to the consultation on school accountability, including new school profiles.

4.  Across Whitehall, the Department for Culture, Media and Sport is expected to publish the new National Youth Strategy in the Autumn. The development of this has included extensive engagement with young people, alongside a series of announcements regarding funding. The Strategy is expected to pull these together and set out priorities for the years ahead.

5. Inside Parliament, the Children’s Wellbeing and Schools Bill continues to progress and is currently in the House of Lords, expected to be passed by the end of the year. Within the Bill are plans for free breakfast clubs in every primary school and limits on the number of branded uniforms schools can require.

6. Meanwhile, the Planning and Infrastructure Bill is also currently on the agenda in the Lords, with Baroness Bennett tabling an amendment  which would introduce a play sufficiency duty, ensuring local authorities provide sufficiency opportunities for children’s play within planning processes. This follows a number of MPs uniting to call for play sufficiency earlier in the year.

7. Elsewhere, the Culture, Media and Sport Select Committee is expected to publish a report following their Game On inquiry into school and community sport. This is likely to include recommendations for policy change, and will be followed by a response from a government minister.

8. Finally, September sees the start of party conference season, where parties will gather to discuss their policies and priorities, and which may be accompanied by reshuffling of roles. In addition, later in the Autumn we can expect a Budget, setting out further details following the Spending Review earlier in the year.
